The Civic center is the administrative hub of your planet. It affects the upgrades of most buildings. For example, to build a level 3 Metal Collector you are required to have a Civic Center of at least level 2. The upgrading of the Civic Center is also affected by the level of your Space Station. More specifically it requires the space station to never be more than a level behind it.
